It uses an *underclocked* tegra X11. That's why it is so easy to overclock the Switch for example.
But in a few years, high end smartphones will become as powerful as a Switch, they maybe already are. If emulation was 1:1 in terms of performance, Switch games will be everywhere on Android ^^

Doesn't it only underclock in Handheld mode?

I'm fairly doubtful that there are any Android smartphones with a Snapdragon Chipset as powerful as the Tegra X11. You could probably look at comparisons for the Snapdragon 855 vs Nvidia Tegra X11 but consider most phones run Snapdragon chipsets with a battery saving CPU governor which underclocks the CPU to prevent battery drain, which degrades real performance compared to raw performance

The only devices that are comparable are the Tegra shield devices are they share a similar Tegra chipset to the X11 the Switch uses which makes them more viable Android devices for such an emulator, but those are still not phones.

It should also probably be considered that emulators even for older consoles are still not perfect. The Nintendo 64 and Sega Saturn consoles are good examples of that.

No thanks to the fact that the N64 and Saturn are notoriously difficult to develop for, and it's even more so for the latter.
