Google apps decline my purchase but still cost me

Hey man sorry for the bad grammar or anything that violates the communitiy guidelines here.
but I desperately needs help here about the purchase that I've been done recently for your apps Drastic Ds Emulator for android.
The problem happened when I try to purchase your apps but google decline it but it still cost some money.
I update using phone so I don't know how to post a picture. but if you want proof I can send it via e-mail.

I would recommend contacting Google Play Support about your billing issue: https://support.google.com/googleplay/answer/7100415 .

We have limited options on our end to address payment problems such as this and do not handle the billing directly ourselves.

If this doesn't end up working out, we can possibly see about something.
