That refers to rate limiting the licensing of DraStic (assuming you aren't trying to activate DraStic on 100 devices/day, this shouldn't be an issue). It's more likely some problem with Google Play Services, and from our end that's difficult to diagnose.
If you do have multiple Google accounts, consider temporarily removing the others so that only the one that owns DraStic remains.
Other accounts that do not own DraStic should not trigger error 291, but it's worth a try as I don't know how the internals of Google Play Services work.
