pokemon white shaymin not working?

hiya everybody!! so im replaying pokemon qhie and i want shaymin really bad and shaymin sky form SUUUPER bad but no matter what i try nothing works
I got the gracidea (whoops that probs wrong lol) thru a cuatom cheat and even tho its during the day it says that "it wont have any effect"
i tried catching a shaymin and flying to the lady in the pokemon center and she wont give me the gracidea so i xant even see if it works like that either
i read that it has to be a "fateful ecounter" shaymin but there doesnt seem to be a way to get one of those anymore so idk??
