If you're in Portugal you could check Spanish online tech shops like powerplanetonline. They ship to Portugal. Also, check olx.pt. Some good deals on xiaomi products pop up from time to time.

If you get a device with at least a Snapdragon 400 or 800 Sp you're fine. My phone has a Snapdragon 400 chipset and drastic runs great

prob is that its uncommon to find snapdragons on tablets...
