2nd slot GBA emulation.

Since the nintendo DS is being emulated, can the GBA also be emulated by DraStic because the original could also run GBA games?

The only GBA emulation is using a gba rom and save file to unlock certain bonuses like the nintendo ds did. ie bringing pokemon into the ds games from the gba ones or unlocking libra ability in final fantasy tactics advanced 2 using ffta gba.

All well and good, the question is about supporting GBA emulation.

straight answer, its not gonna be supported since there are existing gba emulators. no, it does not matter if the original hardware does gba, its redundant period.

The emulator only emulates playing ds games, not the whole ds. So to get it to play GBA games would require more work, it doesn't come naturally.
