How powerful does a CPU need to be to accurate emulate SNES?

If you guessed 3 Ghz you'd be right!

This is a nice little article that looks into the balance that emulators try to strike between speed and accuracy. Generally it's preferable to sacrifice a little fidelity to make a game playable, but there can be downsides as well.

YMMV, but if you're a developer or a ROM hacker of course you'd be sticking to something that's more than accurate enough, as byuu stressed in that page. He cited Super Mario World hacks, for example, in that edited ROMs made with ZSNES or some other speed-focused emulators would flat-out crash on real hardware.
