As for the cheats in pokemon, I think it might have something to do with the specific rom you are using. The first Soul Silver rom I tried had a blank cheat list too, so I tried a different rom and that one had a populated cheat list. The option for adding cheats would be good, as a lot of them are ...

There is a weird glitch during a battle in pokemon soul silver where whenever I try using an item on a pokemon, the botton screen shows this. Same here, but the pokemon modifier cheat that involves using 493 master balls and 100 ultra balls work so you have that one. I don't know why but many other cheats don't work either.
