In game is showing as being 12:25pm but it is still night time in game when it should be day time

Yes, but the problem I am having is that even at the correct time, it still is night time in game. I only get night time Pokemon, and it's dark. I tried the cheat code to make it afternoon all the time, but sadly it has no effect on the Pokemon that appear, so even though it appears to be daytime ...

I've tried to change the time in the emulator settings, but it is still always night time in Pokemon Heart of Gold. Is there a way to change it so it's day time? I am in California btw. So it's 9:09am here right now and in game I changed the time to 9:00am. I've also tried changing it to 12pm. But ...
