Yes it's there (although i don't understand why anyone would want that ;p).
In the portrait layout editor, the 100% vertical resize button will now resize a screen to fill the empty space left by the other screen.

While I was watching this, I thought of one. How about some sort of border/background feature, so that when the screens are separated, there's more than just a black bar/empty space to look at? Sort of like what the Super Game Boy and Game Boy Player had.
