Is it an app or a setting? Certain applications tend to have rather weird anomalies like with those that overlay the screen e.g. contrast controls or screen recorders. For some inexplicable reason trying to install APKs results in the Install button getting disabled.

I think it's part of Xiaomi's MIUI.
