When I try to run it it only gives me a white screen, tried to reset the ROM but no luck

Seing as "OSS" was the only name mentioned, to aid any confusion, its Rockman.EXE Operate Shooting Star. Presumably the OP applied an English patch and the game no longer works.
As for the OP, make sure you patched the ROM properly with the correct tool and ensure the ROM works before patching too as it could have been corrupted.

With patched ROMs you may need to enable the "ignore gamecard limit" option.
