Can't use drastic on new phone

I recently got a new phone and a new Google play account. Now I can't access the drastic emulator after transferring all the data to my new phone (since I can't get into my old Google account. Thanks Google for not having a password reset that works). I was wondering if I could transfer the purchase to my new account

Well you basically have to buy it again. I don't think that purchased apps can be transferred across accounts.
