Blank Save in Savestate Pokemon SoulSilver

Is there a way to remove this? I was using savestates because I couldn't remove the in game save when I started my game over (for some reason it wouldn't read the input off my Bluetooth controller). I then changed the "Savegame in Savestate" setting and it allowed me to save a new save on the rom.
But now for some reason I have defeated the Elite 4 but the game won't save. It saved automatically on my last play through but this time it won't. Can someone help? Is there a savestate editor?
