2 small issues with helping you.
1. We do not suport piracy so if you want to know how to take your leagal copy of of a game and make it into a file that Drastic (and other DS emulators) can read we woukd be happy to help.
2. Except in this case since this is a 3DS game and even if you got the rom from the cartridge Drastic (a Nintendo DS emulator) could not play it.

DraStic can not play 3DS games. Currently there is no way on android to play that game.
The only inazuma eleven games you can play on drastis is is 1 2 or 3 games (the first trilogy) and only the DS versions of those games
