cheat crashed game now can't turn cheat off

I put a spawn cheat I Pokemon soule silver and it crashed the game and the game wouldn't load up
So I turned cheats off game works fine so I go in to cheat menu to tun that cheat off and it's not there anymore to turn off its totally disappeared not cant have cheats on at all
Cheat was gen 2 Pokemon houndor
All Pokemon spawn cheats have disappeared I'm not to bothered but would like to turn cheats back on and yes I'm a paying customer
