Liberty pass on black version cheat not working

So I tried to get the liberty pass in Castelia city using the cheat in the events section but it doesn't work, the delivery man never appears, so I used the next one, which gives me the liberty pass in a pokemon in the pc but apparently the boat will only work when the delivery man gives me the pass, so now I don't know what to do, am I not following the instructions of the cheat correctly or is it the apps fault and it really doesn't work?
